I just got one of those clear plastic covers for my rear tag that you can only see from directly behind the car.
It works pretty well against cameras at traffic lights.

Where did you get the cover? I have been looking for one that works too. Also the best place to check for that 3rd offense penalty would be to call the police and ask.

My anal retentiveness would cause me to not want to drill holes into the front bumper and mess up the look of the front of the car. I'm lucky to live in a state where no front plate is required but if I did, I'd probably roll the dice and not put one on either...
