My Ride: Bmw 2008 E60

Based on bmw a computer should have atleast dual core and 2.2ghz cpu to run diagnostics software but now the average laptop is around 1ghz quad core.
would something like this be adequate given that a 1ghz quad core cpu today is many times faster that a 2.2ghz dual core back over a decade ago when these software requirements where made.

Any computer will run diagnostics software.
I know guys that run diagnostics on old busted down XP laptops. Don't worry about cores and such.
I am not sure why you say average laptops are 1Ghz quad core. That might be an Atom or Tegra processor device but Atom / Tegra is not average. It can be tricky figuring out the speeds but 1GHz quad core you multiply x4 to get the true speed. But that even gets tricky because there's FSB speed, cache speed, GPU, etc etc.

Most laptops now if you look are all under-clocked to preserve battery and have a larger turbo increase (anything new like 10th gen intel) averages i would say Are less than 2gz in LAPTOPS only. But i got one of these for a steall Dell Latitude 7480 i7-7600U NVMe SSD 14 inch FHD 1920x1080 Win10 Pro Business Ultrabook (16GB DDR4 512GB SSD)

Like I said, any laptop will be fine for diagnostics software. The computer is not doing anything high powered just serial communication. I buy laptops for my clients all the time. I've been in the industry for 38 years, I do not know where you are shopping but I'm hard pressed to find anything new under Core i3. Well I guess I am not looking to set up my business clients with Celeron, Atom or Tegra and I do not like AMD.
