I lived in south Florida for 5 years, and at this time of year, you can get a really heavy rain storms--sometimes for just a few minutes, sometimes longer, but when it stops raining it's so hot out that the water evaporates quickly. I suspect the pic was taken after the car had been "placed" there for a while.
