who knows....maybe he was a drug dealer. went to jail and they scooped his cash and property. Maybe he was a single old man and had no family left and died, didnt leave the car to anyone so now the gov gets it.

likely a drug dealer. that or multiple DUIs depending on the state, or it got impounded and never got picked up, which is the least likely case.
I used to work for DPS and we handled all impoundments, cars that belonged to people that ended up in jail, too many DUI/DWIs in NY, or cars that didnt get picked up, ended up in jail, car is auctioned money goes to the county/state/fed
