I've never been to Chechnya but I can tell you Moscow can be like this to an extent in busy traffic. The super rich or mafia-connected types in Moscow have nicer cars, hard to get license plates, and these little blue police light things that let them do whatever the hell they want in traffic.. to an extent. Makes for an interesting trip to say the least. Never saw someone rolling around with guns like that though .. outside of military/police.
