There are lots of in car cams but i'm looking for one with sim card slot that can send live picture on motion detection to my phone and if it can be controlled/moved from the phone, even better.
Has anyone stumbled upon something like this?

You're much more likely to find that functionality on a smart phone than an in-car cam. I'd go looking for Android and iphone forums and ask there.

I'm sure they are around and you can find some. Here at work we have wifi enabled cameras that send an email alert if it detects motion. You can then use a browser to the camera's built in web server and take a peek at what it sees and even control zoom, pan, and tilt. It does full motion video when you are connecting to it's web server but it saves jpg images at 1-10 second intervals depending on your preference. Depending on its connection, you can save video to a server.
Our system at work is AC powered. I'm sure there are ones available that can be plugged into the car's cigarette lighter.
