Led headlamps flickering trick

What's going on everyone. Does anyone know how to make the headlamps on the F10 2014 flicker like in these two videos?

it looks to me like the flicker is the LEDs. LED flicker is caused by camera shutter speed type stuff. I am not a photographer by any means but I have seen this type of flicker any time LEDs are filmed.
