I bought -35mm. H&R's and mine also came without those brackets.

hartge does come without them now aswell appearantly. THey seem to have discontinued them.They are very easy to make yourself though, using a set of rose joints...

I'm about to drop the front end -30mm. How low should be the rear end? also -30mm less?

To lower the rear just unscrew the bracket in the black box (sensor), rotate it unclockwise a bit and screw it again. To drop a bit more make sure that the pin of the bracket is off the sensor hole. Hard to explain but once you see it, is quite easy to understand.
Some Tips:
1. Few changes makes big difference in height
2. It is air suspension so it will have the same confort at all heights. Once is the amount of air in the bags that will set the height, ridding it too low will make to hit the bottom end of the suspension at the slightest bounce.

I am in the same situation, my rear is also 3/4 higher. I am running bilstien sport with H&R sport springs.

I hear of two methods links to trick the rear or reprogramming.

Concern with programming is what if I put weight in the rear? Will passengers have a rough ride? Or will it be fine?

Regardless of how you lower it, riders will have a less comfortable ride because suspension travel length has been reduced. You won't feel it too much over small bumps, but you will over large humps and roads that have quick ups and downs (I don't know how to call them, but in spanish are "vados".
