The only reason I can think of is that BMW didn't put the 19s or wide rears through T?V examination on the E61.. yet. It's not like this for the E46/3 or E39/2 where all the same wheels are allowed.

What is your take on why they will sell you Alpinas for an e61 but not 172s?

Have the tyre ratings always been this good? Larger low profile tyres are getting more prolific these days, could it be that when the e60/61 was conceived there was still an issue? Guessing.

The tyre ratings are read straight from the BMW parts catalogue - they specify the minimum rating of tyre to use.
