After starting the download/install procedure there is a list of 5 or so programs that it wants to install, I unchecked all of them except for the Codec itself. That was all that was needed.

Upon installing, there were disclaimers saying the Divx player and other components would not work with Windows Vista, but nothing about the codec itself. So I went ahead and installed that only.
