I can't see the other pics, but with those wheels I am betting that isn't a real M5. Who would change the 166's for 18"? You'd have to be insane.

Yep, no mistaking that big V-10. That leaves 2 questions:
1) Why would someone remove the 166's for those?
2) What the hell did they do to that poor car?!?!?!

winter tires. there are a handful of 18s that fit over the M5 brakes and those are one, the 184s are the others. Also, 18" winter tires are made in more sizes than 19s.

Maybe 166s are not standard in that part of the world.

Just a suggestion, if it's a german market car then they have to fit snow tyres for winter. Maybe the owner happened to have those wheels/tyres from a previous car and didn't want to buy 19 or 20" snow tyres.
