Assuming the video is being played back at real-time, he is definitely using km/h. Here's why:
He calls out '100' at approximately 3 seconds after launch which is correct for this car if he means '100km/h'.
Also, he calls out '210' at approximately 7-8 seconds after launch. Now that's getting into dedicated dragster car territory if the units are in mph. The last production version of this car was tested to hit 190mph in just under 19 seconds.

Let's not forget this is still a 4,100 lb car with all the luxurious amenities and street tires you and I have in our cars.

Ah ya... I've been out there very nice flat road.... Was going to MINI of the Hamptons looking to buy a MCS there back in Aug 2002 and I also been out there for some E39 M5 runs Wooo Hooo heheheh I'll pull up some pics later if I remember.
