Yes. The extra torque and automatic tranny makes the B5 a better city drivers than the M5's SMG tranny and lower torque. However, everything in the B5 is done to simply make it a 550i rocket, whereas the M5 has the complete package - fast, amazing handling, superior interior. I think the B5 is great, but it depends on what you're going for.
Try driving one before you leap to any conclusions...
The M5 and B5 ARE very different cars, though. In town, the B5 has to be a much better bet than the M5 - smoother, more comfortable, nicer interior (depending on your own taste when specifying!) and vastly better fuel economy. How many twisting empty country lanes (the only environment in which the M5 has a clear driving edge) do you find in the city? Precisely...
