rims oem cheap? could this be true?

a dealer in my area told me he ll sell me the 138 style 17" oem for 550$ brand new,as he said he gets them from dubai tax free.
is this true?could it be that cheap? in the bmw company here they cost over 1500$.
i checked the rim and its oem, could there be a catch? perhaps a bent rim and he had them fixed and painted it back?
appreciate all the help i can get

I bought a set of 138s used with snow tires on them, in perfect condition, BMW stamp on the back, for $510 total for all 4. Thus, I don't think he is pulling your leg on this. The 138s were standard on a lot of cars, and so they are more common and the 17in is less desireable. I would guess that these came with someone's car, but then that person upgraded immediately to some other rims, so these were removed and offered for sale as new. Go for it.

Especially the standard wheels that collect dust in their service area except for the occasional damaged wheel replacement.
Even (correctly) repaired / refinished wheels at $130/ea is better than a crap no-name aftermarket wheel for the same price. If you could negotiate remount and balance of your tires gratis it's even sweeter!
