Possible hub distortion?

UPDATE:
I have tested the hub:
then the disc on the hub, bolted down tight.
I am at a loss, this is the second set of discs exhibiting this run-out.

it could be the hub is slightly bent, and the reading is worse when you have the rotor on, since you're measuring further from the center.
rotate the disc and see where the runout is, just to make sure its not the disc.
