Along the lines of this argument I would also say a dirty car would be slower due to increased aerodynamic drag....it just seems to be of SUCH a small consequence that it is most likely immeasurable!
I would guess that proper tire inflation would gain all and more of ANY power loss due to a small amount of turbulence created by a mesh grill!

Why would mesh create any more turbulence than the vertical slats in the OEM grille??? 
Methinks this is a retardedly easy answer: there's no friggin' way that a mesh grille will rob any power. And to prove my point, you should dyno with and without the mesh
