high speed FAN on all the time!

As soon as I start the car the radiator fan goes on full speed as if the AC is turned on or the car is really hot. I had an Indy pull codes but nothing showed up and he cleared everything by but the service engine soon stays on. I replaced the fan few months back. Anyone have this issue before? Input please.
