I removed the air box cover to clean the airbox and check the filter.

I removed the charcoal filter while I was at it.

I noticed the Foam was peeling off of the bottom of the filter, so I tore it off for now.... The only reason I could imagine this would be on the air filter is to prevent water(rain) from getting in the engine. Do you think I need it there? or should I just go get a new filter?

The foam part of the filter acts like a Prefilter for the Air Filter... I had one on my ZHP. I just replaced it with a K&N Drop in Filter. Its not a Requirement but its nice to have....

HAHA.. No, its not that foam.. that just looks like debris that was sucked in...

If you look under the OEM air filter after you pull it out, there is a gray foam layer glued to it.

For performance sake, to REALLY lighten the car (more than just a small piece of foam) remove the floormats!!

I think that there is something to this.
Many of us have found the same little white piece of foam.
I guess the foam is fine, but some of the foam had broken off into little white flakes that seemingly could get into the air intake.
