If you're just painting by brush, take the wheel off, give it a good clean with a wire brush and go painting. Use an enamel paint and you'll be fine.
Never tried a foam brush, but never had any problems using a normal one!

Oh, man, I really hope I can pull it off with the wheels, but I've kind of got a lot of things going on right now and... the budgie is getting stretched like a bungee rope, though I ain't budging - nope, I say down with mope and up with hope - Obama is our leader, so I better get my rims so dope - at least, a boy can dream and hope...
