I bought my car as a CPO and it originated from NY so it has a front license plate mounting.

The question I would like opinions on is whether to remove the ugly thing and cover the holes with bumperplugs (www.bumperplugs.com)

OR

Buy some other kind of plate (Euro or otherwise(I come from South Africa orginally, so that is a possiblity)) and mount it on the front license plate mount.
when did you buy the car?? if recently, go back and ask your sales rep to take it out for you, tell them you don't want the license plate at the front! that's what I did when I got the M5, I asked them if they could take the license plate out, they did it(repainted the whole bumper) together with my 550<--which I bought a year back.

+1 I'm from NY and had the courtesy of using the under mount front plate so the next person that owns this car won't have your problem! 10 or 15 years down the road!

born and rasied in NY. I bought a car one time that had an aftermarket bumper. I never mounted a plate and used to get the occasional ticket. i think it was like 25 bucks at the time and i would get one every few months, well worth the $$ to not destroy a front bumper. luckily i have lived in 1 license plate states for the past 7 years... texas, GA, FL

I specifically asked my dealer to not mount my front plate when my e60 was delivered and being prep'd for me to pick up.

Another option is to upgrade the whole bumper with a M-tech bumper. Just a thought.

When you remove the bracket how many holes are left to plug, two or four?

I like the euro plate idea. I was able to have a friend send me a paint matched OEM euro plate bracket, I hold it and the plate on with 3M tape and it looks good to me and others that appreciate this look. But when you buy your euro plate, ebay is a really good place. One of my Berlin plates I brought over when I moved to the states was too crappy to mount on this car, I was able to get a great condition Berlin plate for next to nothing. I have a Munich plate laying around somewhere....
