Just curious, can u buy a car in Mexico, new from a dealer, then bring it to California or another state and register it. Are there any special procedures required?

My neighbors also have a house in Mexico and typically reside in Mexico most of the year. They just picked up a 325i from San Diego, so considering that's where they choose to buy, it might not be a better way to purchase a vehicle from down south. If i run into to them, i'll ask.
If I remember correctly, the 120i i saw had Baja California plates on it.
