from 275/30 to 275/35

I have two questions:
a) the first, for everyone: would 275/35 rub? (and 245 40 on the front?)
b) for Europeans: as you know, we couldn't install tyres we want as our American friends. Here if BMW doesn't give its authorization (and they usually don't give it) we cannot register the tyre on the paper at the office. But here many people in some ways succeed in having something to legalize new tyres by Germany. I don't know how, but that's it.
So, any idea?
I could go to Germany (200 km from where I go to ski), but which is the procedure to follow?
Plus, if possible, can I improve only rear or do I have to change both front and rear? (to 275/35 and 245/40, in this case)

I have sport suspension+ Active Roll Stabilization and the gap with the fender I see is very little.

I have 275/30 in the rear on my 20's and no rubbing. But 275/35 should also be fine but it depends on the wheels offset... If its factory wheels. you should probably be ok as they sit in further.

For new sizes manufacterer has to give a permission, then you go to the office and print the new size on your paper. I had from BMW the permission for 18" on the Mini, for example, but just because they sell 18" wheels for Mini. And only 205/40.
I read of a guy that with a German spin obtained 215/40.
I know in Germany there is the chance to register new tyres easier than here.
