My 2007 530i is almost finish with break-in and I'm wondering will my mpg improve. I'm currently getting only 17-18 mpg combined San Francisco city roads and highway. The dealer told me mpg will gradually go up as the car ages..... FYI, I don't have a heavy right foot, but occasionally will step-on it once in a while.

Yes. You will probably see 21 but not 29.
I drive about 30% local and 70% highway. I am getting 21.1 now.

Dear royal8,
A BMW is ment to be driven.
But if you wish, drive a couple of hundred miles on a freeway, with the cruise on,
at whatever so called leagal speed limit (65 ?), you'll see milages close to 30.
Real life cellcam pic: My E60 on cruise (as you can see on the speedmeter).
140 km/h is about 87 mph - 28,3 mpg!

I do a mix of city/hwy driving here in the Bay Area also - mostly hwy 101 during rush hour, which is pretty slow. My onboard computer says that I average ~28 mph.
I am getting between 21-22 mpg with that kind of stop/go driving. I've been getting that kind of mileage from the very beginning and it didn't get any better after the break-in period (I'm at ~2500 miles now). I'm sure if I took the car on a long trip it would get the 28-29 mpg that others have seen.
Your mileage seems a little low, but then it would be interesting to know what your average speed is. And if you're driving mostly in SF with a heavy foot, that could be it also. Finally, my car is a manual, so that might make a little bit of a difference too.

And if you are driving in SF with those hills, I won't be too surprise with 17-18mpg (I commute from Fremont to Palo Alto so it's fairly flat except the bridge).
Also, I got a manual too, but a 525i. Doesn't seems like manual saves much gas. My X5 3.0 which is like 1000 lbs heavier and less aerodynamic, is ~17.5mpg, but it's a weekend car so probably higher mph.

I usually have 17-18 mpg combined. But I've made once around 350 miles (no highway and few towns) and I've got 23 mpg. Not easy to drive like that and certainly no fun. However on highway, with cruise control on, and no hard accelerations, I am able to get aroud 28-29 mpg. But in heavy Bucharest traffic, winter, more stop-and-go then go, I've seen 9-10 mpg.

I did a 300 miles road trip; 99% freeway. Kept the cruise control set a 75 MPH; 31.4 MPG. This was based on the gallons at the pump, not the OBC.

I kept a spreadsheet for about the first year and 4 months of ownership (then my laptop drive crashed). I had tracked all my mileage across every single fill-up. The lowest I ever saw was about 22mpg, and the highest was around 28 or so. I drive a 2006 530i with manual transmission. 25-27 is my usual mpg. This is a mix of stop and go bumper to bumper and 70-85mph highway cruising.
