Why the ugly reflector?

Why does my 2008 535i have that ugly looking reflector on the front fender near the tire well? Can I paint it?

then I suggest popping the reflector off and taking it to a paint shop

Ok, so does that mean the paint shop will need to use body filler and then paint it to make it flush.
