I have ordered the Europe NAV DVD direct from the Navteq call center here in the US. They don't list the E60 DVD on the site (maybe just not updated site issue), but had no problem in shipping me one of the discs by 2 day delivery (or maybe it was overnight?). It was $180 total with shipping costs and easy to order. They also have order phone numbers in Europe and I assume will follow the same procedure.
It would be great to be on subscription to get a yearly update and a slightly reduced rate for multi-year ordering, but haven't heard of that option.

$ 180.00 is a lot less than the 310 euros ($ 360.00) we pay over here at the dealer. unless you lend one off course

310 Euros is crazy! Why not call Navteq at their European offices and ask how much to order direct from them? We may have the same problem here with BMW sales of the DVD, but I haven't checked on that yet.
If Navteq won't sell you directly, maybe we should set up a way to buy them from here and send them to Europe....

Too many changes...
They say that they release two versions a year, or more. So, after 6 month there should be a new version.
