It looks like a stock bumper with an additional cutout for the quads and a couple of CF parts for the exhaust cutouts! 
I've never seen this before, but it's kind of interesting!

+1. those cf parts around the exhaust tips would have to have been custom, but you can always have a body shop cut out the other side of your bumper to accomodate the right side tips for a quad exhaust.
