Why does the car send a warning that looks like a snowflake when the weather is cold? Is it to warn you to alter your driving or is it a drastic change in temp that could affect road conditions?

do a search for "black ice" on this forum. You will get your answers
And do drive carefully when that gong sounds!

37 degrees F is when black ice can occur
32 degrees F is when water freezes
So yes, both of these temperature points affect road conditions and you should alter your driving style accordingly.
