Just changed my air filter - what's the second filter inside the upper housing? Also, could someone let me know where the cabin air filter is located?

the second is the charcoal filter which
It is a non-restrictive filter, installed to comply with US emissions laws by controlling evaporative emissions after engine shutdown. Removing it will, intuitively, increase your emissions.

Does it need to be replaced in similar intervals as the regular air filter?

How is it a "nonrestrictive" filter?? Its thicker than the normal air filter... Anyway, I removed mine and saw 1-2 MPG better and what I will say is more power. No Dyno results to prove it but the sound is a bit t hroatier and I do think its a bit more powerful. No codes thrown either.
