I'm going to replace my snow tires with all ready mounted summers. Is it necessary or a good idea to rebalance those summer tires after they've been sitting around for a few months?

It probably wouldn't hurt to do so. As the tire wears it's good to balance from time-to-time.

Absolultely...unless you know for sure that any of the weights haven't fallen off this is the best time to check.

If they just sat there since taking them off, then no, theres no need to rebalance.
