I noticed yesterday that top of the surround piece behind the steering wheel is peeling. Are these pieces painted? I thought they were dyed plastic, like other cars...but I guess not. I wonder if this is covered under warranty?

I don't think it's covered under warranty but my dealer made a Good Will deal and replaced them for free. The dealer is authorized to give out a set number of good wills to each customer and can choose to use them or not. If your dealer is nice and you bought the car there, the dealer might replace it

Any peeling is repacable under warranty is how I understand, cause I have had most things replaced

The surround piece that encases the steering column. If sitting in the driver's seat, it's the piece thats located between the back of the steering wheel, and instrument cluster.
My car is going in to the dealer in a couple of weeks because the 12v source in the ash tray and the one under the glove box don't have power....so i'll add the peeling piece to the list...we'll see what happens.

i wanted them to cut me a 40% off the wood trim to replace it!! so i wouldn't be bothering them again in a year to have it replaced again! i think its their scam to get people to buy all the wood/aluminum pieces after the dealer wont hook it up anymore, they no doubt have cases left over they probably have a shitload left from the e39 !!
