That has happened to me. I have always fixed it by resetting it- adjust the wheel all the way up and all the way down. The next time you turn the car off, the wheel raises normally on exit.
Mine quit working, I liked it in the lowest position, however, my husband found it really difficult to get in and out. The steering wheel would not go up or down, nor raise normally on exit.
