Now, if I saw the guy in the left lane and cut in front of him, then I'd speed up so I wouldn't be a dick. But, if he wasn't there before, then he's just going to have to wait.

Sorry, but if I'm in a single lane as OP describes, not poking along in the fast lane, doing the speed limit and somebody comes up 10-20 feet from my ass at 60 MPH I would be annoyed too. That is following way to close given the speed. Was the dropping to 40 MPH excessive in response, perhaps, but so was getting so close at that speed. Just my $0.02...
