Rust on the hubs/drums is 'normal' though IMHO not really acceptable for a car of this class.

By the way, we do have drums on the rear as we have brake shoes for the handbrake.
so you are saying there are brake shoes (as found in drums) on the rear for the hand brake? the hand brake doesnt use the standard pads? what is the reason for this? can anyone else confirm or deny this? where are the shoes because there is no actual drum?

... Will approach BMW UK and express my disappointment and see if they might offer to sort it out as a gesture of goodwill. Not holding my breath though.
Well, they only have 2 options....painting your hubs/rotors for you or replacing the entire rotors. Which seems more likely?

Just go to your local auto supply store and buy some hi-temp caliper paint and do the job yourself. It's simple, as long as you have a good jack and a few hours. It's quite rewarding.

I have just emailed BMW UK, so once I have had a response from them, I will let you know the outcome. If all fails, hi-temp caliper paint it is!!

The handbrake uses brake-shoes on the inside of the rear hubs like a mini drum brake.

Here is the diagram of the rear brake shoes for the parking brake. It doesn't show them inside the drum.

As others have said, the hand brake does use a dedicated drum on the rear hubs. BMW has been doing it this way for many years -- I think it's a matter of redundancy (safety.)
