This is designed so that you don't have too much fun with a cold engine causing damage. As you warm up the car, the dashes will move further along.

I'm assuming it must get REALLY cold - as in considerably below 40F, since I've never seen my redline move either.

it has nothing to do with the outside temp, it has everything to do with the engine temp, when you first start the car they should be at around 4K, if you sit there and stare at them you will see them gradually, move until they are at over 6K. IF they never move for you, something is wrong. maybe a sensor or something.
