My broker says he can get me just about any car in Germany and told me that they can
use TUV tests to confirm the car's structure/original paint/safety, etc.
Anyone in Europe know more about these tests and if they're good...?

As long as it is done by independent sources it is good. It gives you an objective view
on the state of the car and if is worth the asking price. These are people who get paid to check
the car and with providing this service, they have no emotional, technical or financial
benefit or involvement with the transaction involving the car.
TuV is German, but you also have Dekra and for example ANWB in the Netherlands.
