Proper Torque for wiper arm bolts

Proper Torque for wiper arm bolts
Just had windshield replaced due to rock. Got a new OEM windshield (even has BMW logo in the bottom left corner) and today when raining my wipers seemed to move slower than normal so I'm wondering if the tech over torqued the nuts on the arms?
He certainly knew what he was doing, had over 30 years experience with windshields and said he has done 30+ BMW's but it just doesn't seem right this morning.
Anyone have any ideas or thoughts?
New battery, all other electrical things working just fine
