My 2004 545i E60 does this as well when I first start the car & turn the steering wheel from side to side. It seems to do it when the outside temperature is 37 degrees F or lower.
It almost sounds like Flipper the Dolphin is sounding off inside the dash board. I'm curious if anyone else has experienced this.

This is pretty normal, as the viscosity of the steering oil has thickened due to the cold.. also this becomes more obvious when steering oil gets older. Exactly how cold is it outside when this happens? and changing the steering oil is not too hard and should rectify the issue.

I've experienced this in a couple of cars when it's extremely cold. The Power steering fluid gets thick, and causes squeels. Just go easy on it (and every other system) until it warms up. Cleaner is better, and It would be a good idea to flush the fluid, or at least suck out the resevoir and replace with new CHS-11S fluid.
