You can test your wastegates with a manual vacuum pump. There could be something wrong with the one of the actuators or the wastegate itself for sure.
But... I am still thinking a vacuum leak. Boost seems to be pretty close for a while then the vacuum just can't get enough to pull closed the wastegate any further.
Shut down the car. Then within a few seconds pull off one of the vacuum lines to the vacuum canister and see if there is still a vacuum. Do some searching on this diagnostic test because I don't recall how much time is considered "good" or "bad" to still maintain a vacuum.
