i am debating on DIY the replacement of Xenon Bulb... would it be possible that the rain we had in southern california these passed couple of days would have caused this headlight to burn out ?

Possibly. Sometimes if the bulb is dirty, then the bulb might burn out like that.

Replacement of the bulb is simple. But try to get it fixed from the dealer before you do it.
