phantom aircon?

Was driving down the motorway the other day and turned off the aircon and ventilation and just drove with the windows down.
after about 20 mins the ventilation automatically turned on by itself. Thought this was a one off, so turned it off again, but after another 30 mins the ventilation just turn on by itself.
Any ideas what this is?
