Outside temperature vs. cluster temperature (hotter)

My Ride: BMW
Model Year: 2006
I just recently noticed that the thermometer display on my cluster is about 10 degrees hotter than the outside temperature. However, when it's cool, it's only about 2-3 degrees hotter.
Last night, it was abtout 65F and the cluster is showing 68F right when the engine started. Earlier this afternoon it was about 87F and my cluster was showing about 97F right when I started the car. As I drove along, the cluster went up to 103F! I thought the reading would be lower since the car was now moving and air rushing by.
Where's the outside temperature guage located? Does anybody have any insight to this?

My Ride: E60 530d
it sits on the lower part of the front bumper, just in front of the radiator. Maybe yours has gotten loose and it touching the radiator? After driving and standing still, it does over read, but it corrects itself the moment you start driving again
