I have like 400 bucks of spare cash to spend on my car and I'm not sure what to buy. I don't want to go for the black-out since my rims ruin that look (being silver and all). My only idea is cold air intake and my current mods and in my sig.

Dude, you've already got a great array of mods.
For performance, I'd get the RPI ram air induction kit. Or I'd replace your UHP all seasons with a set of max summer performance tires such as the terrific but affordable Hankook Ventus V12 Evos.
For appearance, what about 6000k HID headlights and 6000K HID fogs from brabusw209amg?

Haha I was bored on Friday, walked into pepboys and saw led neons lol. Can someone explain to me how RPI ram induction kits work and how easy they are to install ? Not to familiar with them tbh.

the install of the scoops is really easy
take out the grill, put three screws in and your done..if you go for the set with filter, that is replaced in about 2 minutes. Basically the scoop get more air into your intake at higher speeds...not sure if it really gives you any HP gain, but is looks sweet
