Why the cutout in the lower black part of the WS?

I didn?t have one on the original WS.

If you mean the wee rectangle, it is so you can see the vehicle vin number on the bulkhead from outside, handy for checking both by authorities and as a so-called security measure

Is the HUD projected, I see a "hole" behind the windscreen, is that what this is for?

But there are no VIN number there!
