I never use a front plate in NY, it looks horrible and detracts from the front of any car.

I deal with the Authorities and get one or two $50 tickets a year so I feel its worth it believe it or not.

I specifically always order all my cars with no front plate and I specify that.

Now I have concern, My BMW dealer says he can not promise this?

Why?

Also do these cars come to the Port on Newark NJ with the brakets already installed? That would be silly.

the car is not at another dealer or Prepped for delivery, my understanding is that the braket is always inside the trunk for the dealer to install prior to delivery.

Lend me your thoughts on this, I refuse to have holes in the nice new bumper for no reason.

When I purchased mine, the bracket was in the trunk and stated I didn't want to have it installed. They said they wouldn't install. However, I had a weird feeling and took the front bracket out of the trunk just to make sure it was not installed.

I always thought that the brackets were part of the PDI done at the dealership and not done at the VPC.

My state doesn't have front plates (thank God) but just in case, I always request that no frame be installed. On the E39, it came installed but it was integrated into the bumper strip. On those cars, I had to order a different part that contained only the bumper strip and no rectangular extension.

No matter what, it doesn't hurt to request that no plate be installed. Good luck!

My California car came with the bracket in the trunk but my dealer had no intention of installing it.
I did have it installed as in California, front plates are required and will result in a fix-it ticket if not installed.
This is especially important in big cities which have "photo enforcement" at intersections. The cops need the front plate to see who runs the red lights.

I'm in CA and my dealer globally stopped installing them. Your dealer is saying he can't promise it because the standard procedure at the dealer is to install the thing, and unless he's able to make sure the prepper doesn't do it, then there's a good chance it'll get installed, since that's what they always do. He can put notes in the documents, and try to intercept the person doing it, but he doesn't want to have to give you a new bumper if they miss it. Not unreasonable, really, but most of the time, they get it right if you specifically ask for it.

Save yourself some money and leave the new car i.d. in the front window. At least in California, that's what I do.
