I don't know if this helps, but I was at a BMW dealership yesterday in the Middle East (Dubai) and I was told that the cars that have already been delivered to customers have the NAV systems but they are not yet operational because the software (CD's) are not yet available. He told me that they are telling their drivers to be patient and when they get the CDs they will distribute them to the owners of the new 5, who are currently driving their new cars without the Navigation facility.

I'm not sure if this applies to US cars because I was told that those cars use a different navigation system that is DVD based.
