The mileage can be reprogrammed, however a car can be completely worn out at 30k miles and another be hardly worn at 90k miles. It all depends on the use.
A 30k miles car that has been uncared for, abused, thrashed and has done loads of very short journeys can be in a very poor state. My neighbour's car was a wreck at 36k miles.
A car that has been fully serviced properly and used for long commutes could be perfect at 90k miles. Imagine if the owner drove 50 miles to and from work had a nice big drive and parking space at work (no door dings). That's 30k miles a year and very little wear and tear on the car.
So if the car you looked at looked worn I'd bet the rest of the car is worn too and give it a miss.

What Jason said is very true, however, I would not be too worried about the leather creases on the driver's seat. Our leather tend to stretch over time and most cars will have that look after a few years. Before buying a used car, it's always a good idea to have a qualified shop perform a thorough pre-sale inspection of the car. It does not matter if you're buying from a dealer or a private seller, the inspection should be done regardless.

I also look at tires! I almost prefer a used car to have worn down tires....to me, it tells a lot about an owner. If the tires are not worn correctly or the car is not aligned nor balanced, that reflects neglience by the owner and is not a good sign....i think it shows a lazy owner.
