Yes it is normal. They normally tighten the hand brake for you during service as hand brakes becomes loose over a period of time.

The hand brake is back to normal now. I didn't do anything, just didn't touch the car for a day and it is not that tight anymore. Strange.

Yes that's always the case, when you get your car back from service everything feels nice and tight but after a few days is back to normal.
