well the flap goes from up and down to left right which works out to open and closed, theres no force at all in flap it literally freely mores from up down to left right and back theres nothing to hold it in either place, im glad i was right and hopefully this fixes the rpm issue i was having.

also i managed to use inpa to do the vin thing but since vin was already the same i just needed to go into the afs mod and compare vins, onve i did that i started car, light was still on but sterring was super stiff for a few mins of driving but by the time i reached the gate to pull onto main road the light had went off and the car was back to steering how it should, to be honest until it kicked in i had forgotten how easy the wheel turns with it on compared to not working lol and sharper
