schulrog is likely correct that you need some electronics to stop the flicker. If you haven't already, there are a ton of threads in the Parts, Accessories, and Mods section that deal with replacing fog lights and how to deal with the various issues surrounding this mod...

As others have said, it's probably fuse number 5, 6, or 19 based on the information you posted...the fog light circuit is most certainly connected to a fuse!
