I searched before whose installed the HID fog lights might need to change that fuse from 5A/7.5A to 25A, If mine is already 50A, Is it need to change to 60A ?

Not fuse broken. Which is due to after installed the HID fog lights have flickering and some buddies advise need to change the fuse to fix this issue.

uhh fuse to fix flickering? Highly doubt that will solve your problem! what you need is a flicker harness to cancel the flickering or new ballasts that support anti flickering. wow that sounded really redundant...

Clearly the fuse won't fix the flickering and, more importantly, never install a higher amp fuse in a circuit that isn't designed to handle the load!
schulrog is likely correct that you need some electronics to stop the flicker. If you haven't already, there are a ton of threads in the Parts, Accessories, and Mods section that deal with replacing fog lights and how to deal with the various issues surrounding this mod...
